All housestaff members (interns, residents, fellows) in ACGME-accredited programs sponsored by the College of Medicine are members of the Resident Organization.  The oversight body of the Resident Organization is the Resident Council of the Graduate Medical Education Committee (GMEC).  The Chair(s) of the Resident Council may call formal meetings of the Resident Organization as a forum for issues of concern; educational and work environment, support, or other issues.

Resident Council

Resident Council is a platform for residents/fellows at the University of Arkansas for Medical Sciences (UAMS) to communicate and exchange information with each other relevant to their programs and their learning and working environment.  The Council’s focus is self-defined on a yearly basis.  The Council should meet at least quarterly.  The Council has the option to conduct their meetings with or without the Associate Dean for Graduate Medical Education (GME), faculty members, or other administrators present.  The Council reports issues and needs as well as a summary report of each meeting to the GMEC through its three voting representatives.

Membership

Annually, the Associate Dean for GME requests that each training program director arrange for a resident/fellow from the program to be peer-selected by his/her peers to serve on the Resident Council for the coming year. In addition, the Chair(s) of the Resident Council may invite other residents/fellows who represent special groups (e.g. AAMC Organization of Resident Representatives, AMA Resident Section) or have special interest.

Programs may elect representatives based on the following:

  • Programs with 1-15 residents/fellows may elect 1 representative.
  • Programs with 16-30 residents/fellows may elect 2 representatives.
  • Programs with 31-60 residents/fellows may elect 3 representatives*.
  • Programs with more than 61 residents/fellows may elect 4 representatives*.

*Programs that elect 3 or more representatives must include one intern representative.

Leadership

At the first meeting of the year, the members of the Resident Council elect three voting members: a Chair and 2 Vice Chairs or 2 Co-Chairs and Vice Chair as well as an additional non-voting member such as a secretary.  The Chair(s) of the Resident Council coordinates all responsibilities of the Resident Council and other duties as outlined below.  The Chair of the GMEC and the Associate Dean for GME serve as faculty advisors to the Resident Council at the request of the Resident Council Chair.

Representation on GMEC

Resident representation on the GMEC is an Institutional Requirement with a minimum of one voting member required to attend each GMEC meeting. There are three representatives who serve as voting members on the GMEC: a Chair and 2 Vice Chairs or 2 Co-Chairs and Vice Chair.  All voting officers may attend the GMEC.

One resident representative is elected annually by the Resident Council to be a member of the Residency Position Allocation Committee.  This committee meets as needed.

Responsibilities

Resident Council Members:  Each member has the following responsibilities:

  1. Attends at least 50% Resident Council meetings.
  2.  Communicates with residents and fellows about issues related to their educational and work environments.
  3. Represents the residents and fellows in the activities and decisions of the GMEC.
  4. Assists individual residents and fellows to raise and resolve issues of concern in a confidential and protected manner according to GMEC Policy 1.400.
  5. Serves on the GME Appeals Board; if selected, serves on a Grievance Panel.
  6. Serves as the peer-selected representative for an ACGME Clinical Learning Environment Review (CLER) visit.

Resident Council Chair: The Chair has the following responsibilities:

  1. Coordinates the activities of the Resident Council.
  2. Represents the residents and fellows in the activities and decisions of the GMEC and the UAMS Medical Center Medical Board.
  3. Serves on the GMEC Finance Group.
  4. Attends the GMEC meetings, every other month on the second Monday, 12:00–1:30 p.m.
  5. Provides report from most recent Resident Council meeting at GMEC.
  6. Attends the Hospital Medical Board meetings, the second Monday of each month 4:00 – 5:30 p.m., Chancellor’s Board Room.
  7. Serves on the GME Appeals Board; if selected, serves on a Grievance Panel.

Resident Council Vice Chairs:

  1. Assists the Chair as needed and assume his/her responsibilities as necessary,
  2. If selected a voting member, attends GMEC meetings.
  3. Same as found in Resident Council member responsibilities above.
